The feeling of insecurity in France and in Europe is overwhelming. What are its roots? What are the ways of solving such a state of affairs? In choosing to settle down in Creil, rated sixth most violent city in France, emblematic of urban stress and brutality, our crews spent a year on the ground, surrounded by ordinary and extraordinary violence, in order to understand. They followed individual experiences, centered round a street, a neighbourhood, a school, a hospital, a police station and a tribunal. A major documentary series developped in length. Here is the part intitled "The Rough Boy"s. The Commanderie is one of the worst housing projects in France. 2,000 people live here ravaged by fear, hatred, and violence. In this neighbourhood of deals and rip-offs, gangs are in control. The most renowned amongst them, the Scoots, opened up to us. How did they get to be where they are today? How, over 40 years, did this small residential, middle-class neighbourhood turn into a ghetto ? With the parents of the young gangsters, the film reconstructs the history of the neighbourhood. Forty years of French history in miniature through which De Gaulle, Mitterrand, and Chirac file past and during which we understand how immigration and territorial development policies can, in the long run, pulverize two generations.
An inexorable journey into the black hole of French society.
