Late September 2005. François Baroin, Minister for Overseas Territories, visited Mayotte, where he stirred debate on the question of "jus soli" (birthright citizenship). A third of the French island’s 160,000 inhabitants are illegal aliens and are responsible for 85% of all births. This is nothing new for Mayotte.
The economy and society are predicated on the presence of these "undesirable poor cousins" from Comoros. A labour force ready to do anything for a few euros, who come looking for a "life", health care, education and the hope of a better future... only to find themselves hunted by the police, living in shantytowns and putting up with work conditions that border on slavery.
