Shot in 1972, this film was banned for ten years. A rural community has financial problems and an expert from Budapest is sent to advise and reorganise it. He succeeds, but his way of doing things angers the local committee. In spite of their own failure in terms of management, they consider that his arrogance should at least be the object of a reprimand. The community was so convinced of the justice of their cause that Gazdag and Ember were invited to film the real debate: fascinating discussions show that there was much to be done to reconcile the essential aspects of public democracy and the responsibility of individual management.
